Pheonix Lights

On March 13, 1997, lights in a V shape were spotted all across Arizona, by a huge number of people. it's still up for debate as to what those lights were.

Some even reported seeing the craft itself:

Some witnesses who reported being directly underneath it as it passed, said it drifted right over the housetops, so close it seemed "they could almost touch it."--UFO Digest

The lights returned on April 8, 2008:

shortly after the lights appeared, three jets were seen heading west in the direction of the lights. An official from Luke Air Force Base denies any Air Force activity in the area.--Wikipedia

Some claim that the entire event was nothing more than flares on helium balloons:

Lino Mailo, 44, said he saw his neighbor launch several helium balloons with flares attached to them from the back porch of his north Phoenix home. Mailo said the balloons took off about 8 p.m., right before the mysterious lights were spotted.--AZ Central

Still official sources had a hard time explaining the lights:

Officials at Deer Valley Airport in north Phoenix and air traffic controllers at Sky Harbor International east of downtown Phoenix were among those who saw the lights. But they couldn't explain them, and the Air Force says the lights weren't part of any Air Force activities.--KVOA
