On the official HAARP site there is a Q&A section in which it was said that the artificial aurora produced during HAARP experiments is negligable. The aurora borealis is an ambient plasma, a charged, optically significant gas. Decades ago, radio enthusiasts in Alaska noticed that they got much greater signal propagation in that region than elsewhere and that is because such an ambience reflects radio signals, far over the horizon. Such over the horizon signalling is necessary for remote piloting and in order to have such SIGINT capability outside such regions, one needs to spray the troposphere with something that charges it, like barium sulfate.There, I said it.
