Since few of us are old enough to remember, Truman created the "National Security Act" in l947 almost exactly the moment that the "Roswell Hoax" was being created, on July 8, l947. In fact, I wouldn't be surprised if Roswell weren't a little "fear marketing" to help the new National Security Act, adopted just three weeks later, July 26, l947, creating all of our "Clandestine" and "Spy Ops" agencies, at a time when we had just whipped the Bejesus out of every enemy that came in our face.
Who did we have to FEAR! According to Roosvelt, we had nothing to fear but fear itself. victory was assured. In l947, the British were already pushing Truman hard to sign the Nuclear Testing treaty that would give the Queen "right of first refusal" on any Nuclear tests or detonations we were to schedule. It also give the British control over most of the Nevada Nuclear Test sites around area 51.
it appears the "block houses" around are 51 had always been British property since the l840s. It appears it British mining interests had operated a lead and uranium mines in the area when it was part of Mormon territory. Mormon miners were extraordinarily discrete and hard working. Area 51 was just to be an observation post.
No, Truman needed something to scare the Beejesus out of the American people...to convince them that we needed a "massive spy/PsyOP infrastructure that was going to be more costly than WW2". It appears Robert Cutler, Truman's main "Cold War"/NSC content provider, strategist and "dirty trickster" was involved in the Roswell "cover up". But finding "info" on Cutler before l947 isn't easy.
In l951, Truman appointed Gordon Gray as director of Truman's Psychological Strategy Board. (Strategy for WHAT?) (PSB) That's what they called the "Cold War Hoax"...Psychological Strategy. It should be kept in persepctive that the CSB and the Committee on Present Danger were founded about the same time the House Unamerican Activities Committee was "arresting" Prescott Bush and dozens of other Americans for aiding and abetting Hitler.
It's a working theory that the Cold War may have had a "domestic" branch where the US Govt was desperately fighting "enemies within" such as Prescott Bush and others from trying to take over the US Govt for the Nazis. Too bad, it looks like it worked.
After Truman selected Gray to head up PsychWarfare, Gray appointed Robert Cutler as his special assistant for the "Cold War" PsyOps program. It seems that Cutler had "contact" with the Roswell "Event" in l947. Before that Cutler was active as Special Assistant to the Secretary of War Stimson, under Roosevelt.
Curiously, Cutler had been a Special Asst to the Secty of War. At that post he was coordinator for soldier voting in the l944, Presidential Election, according to an article in "TIME" edited by his buddy, K G Harr, Jr. Time's "Cold War" PsyOp Editor,, since l931.
In l946, Colonel Cutler was "appointed" President of Old Colony Trust Co. What in the world was he doing messing about in Roswell? What's the connection between the Trust Co and the Cold War PsyOps?
When Robert Cutler was the President of Old Colony Trust, the Chairman of the Board was T. Jefferson Coolidge, President of United Fruit Company. Aha! Most intelligence Wags will tell you United Fruit was the "dirty" branch of the CIA. The invasion of Guatemala was launched through United Fruit in San Francisco. The Council on Foreign Relations was heavily involved in the failed plot.
Eisenhower was CFR and so were the Dulles Brothers. A public report on the Clandestine invasion of Guatemala was prepared by Frank Altschul (Old School sounds like a fake) who was a full Partner of Lazard Freres and a director of Chase National Bank. Damn the Roswell Plot thickens!
Keep in mind that Rockfeller was the head of US govt War Planning and intel for South America and Guatemala during WW2. Seems like Rockefeller and "Chase" got to be great friends. Rockefeller was also the head of PysOps and "dirty secrets" for the Eisenhower/Nixon White House
The 1s thing Eisenhower did after election was to ask Cutler for a complete review of Truman's Psychological War operations. in June 30, l953 the Jackson committee concluded the Truman admin had "substantially misused psycological warfare activity".
Despite the fact that Cutler "mustered out" at Full Colonel, when he 1st entered the Eisenhower White House he was a "Guard". He was the Republican "Special Gifts" Chairman for Ike's campaign. (What's that?) This guy just looks like a trickster?
It would appear that Cutler was also an early member of the Council on Foreign Relations. He was also on the President's "Committee on Present Danger" (CPD) along with Vannevar Bush, one of the physicists that worked on the Manhattan Project with Prescott Bush. (any relation? unk!)

Managing Editor of the Courier Journal. as well as Wild Bill Donovan, Samuel Goldwin (of MGM) In l950 we were creating entire White House Committees and Security Counsel to counter the Soviet "Danger". It's possible that Roswell was supposed to be a "threat hoax" to make the Russians think we had perfected the "Flying Saucer" that both knew the Germans had been working on. Then again, what better group of "people" to create and manage a hoax than the members of the CPD.
